Papers of an attorney of Roseburg, Oregon, who represented the Special Public Lands Committee, Association of Oregon Counties, and other organizations in litigation over Oregon and California Railroad land grands, national parks and reserves, and other land in public domain. He later served as U.S. Senator from Oregon, 1944-1955. Papers include correspondence, documents, literature, clippings, and other materials concerning land use (especially timber land), roads, wildlife conservation, taxes, military installations, communities, etc.
